Quebec's separate selection system
Quebec selects its own skilled immigrants under a bilateral agreement with the federal government. Selected candidates receive a Quebec Selection Certificate (CSQ), after which they apply to IRCC for federal permanent residence.
PSTQ streams
The PSTQ has four main streams: High Qualification and Specialized Skills, Intermediate and Manual Skills, Regulated Professions, and Exceptional Talent. Each stream has different criteria and may open and close independently.
Arrima and expressions of interest
Most PSTQ candidates register through the Arrima platform. Quebec invites candidates from the pool according to its own selection schedule and priorities.

- Is PSTQ the same as the old Quebec Skilled Worker Program?
- PSTQ replaced the old QSW program. The selection criteria and streams are different and have been updated.
- Do I still need to apply to IRCC after getting a CSQ?
- Yes. The CSQ is Quebec's selection decision. You still need to apply to IRCC for the federal permanent resident visa or confirmation of permanent residence.
