Canada Francophone Mobility Work Permit
Francophone Mobility can allow an eligible employer outside Quebec to hire a qualifying French-speaking worker without an LMIA. The job, location, language ability, and exemption conditions still matter.

Eligibility conditions
The worker must have an intermediate level of French (CLB 5 or higher), a qualifying job offer in a NOC TEER 0, 1, 2, or 3 occupation outside Quebec, and meet any other IRCC requirements.
Employer obligations
The employer must submit an offer of employment to IRCC and pay the employer compliance fee even though an LMIA is not required.
Scope
This exemption is for work outside Quebec. Quebec has its own immigration system for French-speaking workers.
